This usually happens when you have previously uploaded a copy of the (old) GIA report and connected it to your diamond.
This prevents the newer GIA report from connecting.
Here's the fix:
Go to RapNet > Manage My Diamonds > Certificates tab
Select the certificate that's connected to the diamond > click "delete" or "disconnect".
